Anytime a random PKer requests it; they should be let off KOS

Random PKers should only be let off KOS after paying some type of (non-death) restitution

12.98% ==> 27 votes

A Random Pker should take at least one death before getting off KOS

19.23% ==> 40 votes

A random Pker should take at least 3 deaths b4 getting off KOS

25.00% ==> 52 votes

A random Pker should stay on KOS until they re-roll the char.
