HomeLan Fed had a brief interview with Brian 'Psychochild' Green. Here's an excerpt:

There are some changes we will be able to make that were impossible before because we had to support existing characters. With the clean start, we will be able to make some changes to the game that were impossible before, particularly major changes to the spell system. And, of course, sometimes fixing a bug that people have relied on will change the strategies employed. In general, however, we hope to leave the gameplay close to what players remember at the close of the US servers. We are listening to player feedback to guide us in this area.
