You need to visit the teacher of the school and say the skill you wish to achieve. For example, if you wish to achieve Mend (4th Level, Kraanan), then Say Mend to the priestess and listen to what progress you need to make. Then compare it to the chart below. By increasing your overall percent in your current level by the range specified, you should be eligible for advancement to the next level.
